日本の歴史認識の混迷 (History Confusion in Japan) [社会]

歴史認識の混迷について英語で書いてみる。どれくらい読んでくれるものか。

Recent words of Prime Minister Abe have been giving upset to the world. His statements often challenges to the common understanding of the history. He talks as if Japan had done nothing wrong during the World War II. Everybody knows that 20 million Japanese and 200 million Asians were killed in the war. The war cannot be a good thing for all the people in Asia including Japanese ourselves. Yet he says there were nothing wrong. Some of the Japanese share the same view with Prime minister Abe. Actually number of people who support the view of Mr. Abe is not small. He has been winning in the elections.

This is quite different attitude from Germans. Germany has been strict against war criminals. German foreign policies have been based on the deep reflection and the regret for the last war. This gained the trusts from the surrounding countries and lead to the formation of EU, while Japan is still under tension with surrounding countries especially China and Korea.

The difference is in the complexity of the history. For Germans, it is easy to find who was wrong and when they made mistake. For short, Nazi was wrong and Germans made mistake when they support Nazi. But for Japanese, it is not so simple. Emperor Hirohito may be responsible to the war but Japan was ruled by emperor for many years. Political leaders at that time were just successors of the traditional policies. Nobody can tell when Japanese made mistake. It all happened naturally and gradually.

In early days, Japan was isolated from the rest of the world. When we opened the country we had to protect ourselves from the westerners. Common understanding is we were somehow successful. Japanese at that time were said grate in learning quickly from westerners. The largest knowledge obtained from western culture was the effectiveness of the war together with the war technologies. We found ourselves good at war.

The first Sino-Japanese war resulted with huge amount of compensation money. Actually steel and other industrial fundamentals of Japan started using this money. Russo‐Japanese war was not as fruitful as Sino-Japanese war. Russians just gave us the right to set up the railroad in China. To make use of this result, it was necessary to put Chinese territory under control. The gradual invasion into China naturally happened.

Such imperialism was already out of fashion in 20th century. Countries other than Nazi and Fascist were all against Japan. So, Japan fought the war allied with Nazi and Fascist but it was not a new move. Japan did not change anything, just kept the imperialism as all the western country had it in 18th and 19th century. What has changed was the rest of the world. Japan failed to make change toward peace. The government declared the war against US to protect the "right" to colonize China. It was considered as an "defense" against the western powers.

German mistake was in making their decision toward war but Japanese mistake was in not making decision toward peace. We did not do wrong we just did not do right. This difference makes comprehensive understanding of history difficult. Mr. Abe may be the representation of this confusion. However, it is indeed very dangerous to have a confused person as the leader of the country.

安部首相の最近の発言が世界をあわてさせている。彼の発言が世界共通の歴史理解をひっくり返すものだからだ。彼は、あたかも日本が第二次世界大戦で何も悪いことをしていないかのような発言をする。あの戦争で200万人の日本人と2000万人のアジア人が死んだことは誰もが知っている。あの戦争が、日本人も含めたすべてのアジア人にとって良かったはずはない。それでも彼は、間違っていなかったと言い、日本人の中には阿部首相と同じ考えの人もいる。実際、安部首相の考えを支持する人は少なくない。なにしろ、彼は選挙で勝ち続けているのだ。

これは、ドイツ人の場合と大いに異なる。ドイツは戦犯に対してきわめて厳しく対応してきた。ドイツの外交政策は、あの戦争への深い反省と悔後を基にしている。これが周辺諸国からの信頼を獲得してEUを形成するにまで至ったのだが、日本の場合、いまだに周りの国々特に韓国・中国とのはギクシャクしたままである。

この違いは、歴史の複雑さから来ている。ドイツ人にとって、何が間違いだったのか、どこで間違ったのかは簡単だ。言ってしまえば、悪かったのはナチスであって、ナチスに政権を持たせたのがドイツ人の間違いだった。日本の場合は、そう単純ではない。昭和天皇がおそらく戦争に責任があるだろう。しかし、天皇が権力を持っていたのはもっと前からのことだ。戦争を遂行した政治家たちも以前からの路線をただ踏襲したにすぎない。いつ日本が間違ったかは誰も明確に指摘できない。すべて、徐々にごく自然に進んでいったのだ。

ずっと昔、日本は世界から隔絶されていた。開国したときには、西洋列強から身を守る必要があった。これには、なんとか成功したということになっている。日本は立派に、西洋から急速に学んだ。西洋文明から学んだ最大のことは、戦争が役に立つということと軍事技術だった。戦争が得意になった。

日清戦争では莫大な賠償金を獲得した。実際、日本の鉄鋼を始めとする産業の基礎はこの賠償金で始まったものだ。日露戦争は日清戦争ほど儲かるものではなかった。ロシアから手に入れたのは中国での鉄道施設権くらいだった。この権利をを利用するためには、中国の国土を支配下に置かねばならなかった。中国への侵略は自然なものだった。

こういった帝国主義的侵略というのは、20世紀になって、もう世界では時代遅れの政策になっていた。ナチス・ファシスト以外すべてから非難を受けた。だから、ナチスやファシストと手を組んだ。これは、日本にとって別段新しいことではない。すべての欧米諸国が18世紀や19世紀にやっていたような帝国主義を維持しただけである。変わったのは日本以外の世界の国々だ。日本は中国を植民地にする権利を「守る」ためにアメリカにも宣戦した。西欧に対する「防衛」だったのである。

ドイツの誤りは、戦争へと舵を切ったことだが、日本の誤りは平和へと舵を切らなかったことだ。日本は間違った選択をしたというわけではなく、正しい選択をしなかったのである。この違いが歴史を正しく深く理解することの妨げになっている。安部首相が混乱した歴史観を持っているのはこの表れであろう。しかし、こういった混乱した人物が国のリーダーであるとすれば、もちろん、それは大変危険なことではある。
